He says we can't cut our way to prosperity. We can't spend our way to prosperity either, particularly when we will soon be struggling to pay the interest on the money we have already overspent.
Most of his plans call for increased spending. How can he claim it won't cost anymore? What he means is that it won't cost anymore than he has already planned to spend. Just another political shell game and he thinks we aren't smart enough to see it. He may be correct because collectively we haven't been smart enough to stop it.
