    SAN CARLOS, Calif., February 11, 1999 � CellNet
    Data Systems, Inc. (NASDAQ: CNDS), a market-leading
    provider of fixed-network wireless information services,
    today announced that it has launched the CellNet
    Application Partners (CAP) Program, designed to facilitate
    the integration of energy and other information
    collected over CellNet� networks with the software and
    services of independent software vendors (ISVs). Twelve
    companies are currently participating in the program, four
    of which will demonstrate their "CellNet-ready"
    applications at the DistribuTECH �99 Conference & Exhibition
    to be held in San Diego, February 16-18.

    CAP Program enables participating companies to
    readily integrate Internet-ready data collected over
    CellNet�s wireless networks with their own software
    products and services. These products and services, in
    turn, add value to the information CellNet provides to
    its network customers. Examples of the energy
    information services provided by CellNet�s Application
    Partners include detailed energy usage analysis and
    information management; billing management; facility
    monitoring; and energy trading, scheduling and forecasting.
    An example of an information service provided by
    Application Partners to Commercial Data Services customers
    includes the delivery of value-added data from distributed
    endpoints such as parking meters, photocopiers and vending
