I suspect that Apple is concerned with screen refresh rates and power usage.
Clover Trail at 3 watts doesn't make it for the iOS. Bay Trail at 1.5 watts just might. And consider the supply of Intel.
But Apple also has laptops for the Mac operating system. So look for Mac tablets. Then does Apple have two Mac operating systems or just one ? In other words, does Apple have an iOS operating system for ARM tablets, a Mac operating system for non-touch Macs, and another Mac operating system for Mac tablets ?
Or does the iPad become a iPad-MacPad with Bay Trail ? The iPad could only consider Bay Trail but a MacPad could use Haswell or Bay Trail. In other words, a iPad-MacPad would continue with extra long battery life while a MacPad could give up some battery life for performance.
