Insiders "bail" for many reasons. most commonly is that they have stock options that will expire if they don't exercise them. The tax bitye on options is horrific at best so the most common approach is to sell for cash.
Mr. Shapiro, Chairman of the Board, has sold, since the end of last year, a bit under 6% of his holdings. Given the state of the market over the last couple of years, this does not sound like "bailing". People sell stock for lots of reasons not necessarily connected to the current fortunes of a company.
