The market is soft now/low cost "grid". The old plants grandfathered are gone. This is the best time to make the change. The cost to the consumer is reduced and the change to new tec. will more than make up for what wasn't economically doable with the old coal clean-up required by EPA on small units with limited profit.

Also in Pennsylvania, effectively shutting down one plant after stating they were going to convert it to gas. With this closure it has the potential to also put its steam customer with about 200 workers out on the street. So much for honoring commitments.
