    My read is - changing the punctuation of the transcript is: "we deploy dollars ... For the first two, dividends and stock buybacks, we’re kind of on our own. We’re going to have to pay those out of inter-company dividends, back-to-back loans." - So, if this is what he said, sounds like they paid a dividend from China companies to U.S. company (the inter-company dividend) and for the stock buybacks in U.S., inter-company loans from China company to U.S (the back-to-back loans).

    Then, on the U.S projects, they want to make a direct investment, and they are going to try to get approval from govmt, but meantime, intercompany loans from China company to U.S.

    At least I think that's he was saying.
