What you are asking for is to give politicians of both parties who rely on spending to get re-elected control over a printing press without any limit on how much they can print and spend. We (USA) would have great party for about 5 years, and then the party would end. At least with debt ceilings all Americans at least get reminded of the magnitude of the proble every few years.

The government shutdown has taken at least $24 billion out of the United States economy, the financial ratings agency Standard & Poor's said Wednesday.
The firm said the shutdown caused it to cut its forecast of gross domestic product growth in the fourth quarter by at least 0.6 percentage point. The agency lowered its estimate for GDP growth to close to 2 percent from 3 percent.
The estimate represents a staggering cost to the economy of a completely self-inflicted political catastrophe. Unlike the 2008 economic crisis and other past recessions, the government shutdown had nothing to do with larger economic trends. The shutdown came after the Federal Reserve reported modest growth in the economy in September. The clock was ticking before Obama. He added $780 billion. We all added $4 trillion dollars in Iraq War and $1.5 Trillion with tax cuts. The Clock started ticking in 2003 when we went on a war path and also cut taxes. All these people were sleeping when the clock started ticking faster.
Paul Ryan's plan to cut down benefits for Social Security and Medicare is a non-starter. But if we can cut our defense spending and spending on healthcare from 17% to 12% of GDP it would help.
