It is not delayed. The DEA took 6 months to post a proposed Schedule IV, then came the 30 day public comment period which ended Jan 18, 2013. They now have to respond to all the public comments even the worthless pumps or bashes and make their final ruling. Today is the 45th day since the public comment period was closed and apparently they are still drafting their final rule/response, again no delay just very slow government workers at their best.
I don't think so, I think it will stop much of the bashing and focus everyone on actual execution. I am sure at that point we will start to trend up into the high but it will be sales and volume of product moving that will be the fuel for this ride.
Actual sales is the last straw - last hope shorts have. If we perform on sales and marketing, they will realize there will be no collapse in price, not soon, not ever, creating tremendous pressure.
IMHO, this pressure will capitulate well ahead of Europe, ROW, BelPhen, rest of pipeline or any other major event take place.
