There is a good chance that everything may be fine at USL. I believe that it may be legal to dispose of lime treated hazardous waste at a sanitary landfill. Also the Detroit facility was owned by someone else only two years ago. Thus, the practices of USL could be legal, just different than old owners. When you are dealing with hazardous waste you have a whole spectrum of views on how to deal with it, most are not science based or legal based. The generator is not solely responsible for the waste forever, but generators, transporters, and TSD (treatment, storage, and disposal) facilities together.
