Hmmm...While I hate seeing any long term contract terminated, this could be a case in which the fees simply aren't worth the time and effort put into the management of this facility and could be better used elsewhere.
There also could be several outstanding repair/delayed maintenance issues that CCA wanted done at Bay County, but that the Commission didn't want to pay for. That's purely speculation on my part as is the rest of this post.
It also could be just a negotiations ploy to get a better management deal for the next contract. From the article it seems that the Commission wasn't expecting this move so if neither the Sheriff's Dept nor the Commission are prepared to take over or cannot take over at what would amount to be even a comparable rate as CCA, then maybe CCA jumps back in at the aforementioned higher rate on a new contract.
