It is Leadership not 'management' that makes a huge difference.
Accenture (ACN) and other successful Systems Integrators are led by executives who spent their formative professional years as value-added consultants in the Service industry. These companies' Go to Market strategies are typically vertical driven based on intimate knowledge of their customers' needs. These companies' imperative is profitable Growth.
CSC is mainly managed (note I do not use the word led) by managers acquired as part of outsourcing deals. These people spent their formative years in corporate IT for companies that do NOT value information nor the underlying Technology - Why else were they outsourced? Unfortunately, these executives mastered the art of corporate politics while operating in a continuous cost reducing environment. The result is that the inmates acquired in "Your mess for less" deals, have ended up running the asylum. Not, surprisingly, the only corporate imperative CSC understand is 'cost cutting'
