On TD Ameritrade I get $3.13/$3.80. I don't place much value in bid/ask this far ahead of a market open. Usually low volume and little follow through.. If there is any news it is that someone is willing to sell 1000 shares below the Friday closing price. No big deal. Let's wait until the bid/ask get closer together towards the market open. Pre-market action sometimes isn't a good indicator either.
TDAmeritrade is presenting the exact same buy/ask as you posted but I believe it is due to a 3 day weekend following an expiration .
I do believe a judicial decision has been made just not announced by the court and is waiting for the "written decree" and/or written settlement agreement.
As I think you are hinting at, that bid ask is meaningless. That is just leftover from Friday after hours. Anybody can manipulate the ask in after hours just by offering a few shares at a low ball price.
