Though a SHELF registration does not automatically mean the shares will be offered, it is required step in advance of an offering.
In simple terms, a SHELF statement is "loading the gun" so to speak, and I expect them to fire the rounds off in 10 mill share increments, probably starting later this quarter.
More importantly, such a filing DOES NOT BODE WELL for a partnership PRIOR to the dilution. The reason being that typically management waits until AFTER good news to file for a SHELF, because they want to first blunt its impact.
The fact that they filed so soon after the "authorization vote" is not a good sign.
As I predicted earlier, IF THEY DILUTE AGAIN BEFORE A PARTNER IS SIGNED they are finished.
