Highly unlikely. Simon's PPS is way off the charts unless you are assuming they get a sweethart GGP deal to boost their rental income at a cheap price. This is the reason people have been buying Simon. Without GGP, there is little growth for Simon, at least not at a level that justifies the growth multiple it's getting right now.
Simon is currently trading well above it's pre-crisis all-time high (based on market cap with 30% more shares issued over the past 2 years), and they can't raise the dividend because of the higher share count. There is no reason to own Simon without GGP. Maybe people are assuming they will come in tonight and outbid Brookfield yet again? Certainly won't be a cheap buy even if they succeed.
