According to the fine print in the July 29th press release, INO has filed an IND with the FDA to start trials on humans.
According to the FDA's website, the FDA has 30 days to give them written approval to start trials. If no written approval is given, they may go ahead with trials as it is approved.
I think this is something that has been overlooked and is going to be a gigantic catalyst when a formal pr comes out on it.
Especially if the fda gives written approval this week or next. I am expecting the stock to fly over 5 dollars a share when this happens.
I think we will get back above 2.5 as time get close to the Conference.

You make a very good point. Something else to remember. The government can buy medical products for the military without FDA approval. If they want a certain vaccine, etc., they can just buy it.
