EPA is adjusting their quotas to account for the fact that the production of advanced biofuels is behind schedule, and there is no place to blend all the ethanol if Americans use less gasoline. The most glaring problem, according to last month's news, was a mandate for cellulosic ethanol usage when there was virtually supply. EPA will change the quotas next year if commercial production is robust.
If GEVO produces fuel, it will get sold. EPA will raise their quotas for next year when there is a reliable supply of the stuff. The top EPA management is aware of the startup problems in producing advanced biofuels. They know who Gruber is, they know about Solazyme, they know about KIOR.
