In the last 90's recession, the banks recovered fast, some like the Citi took a bit more time to recover but like then, once it starts to move up, Citi could easily go up beyond $22 - the high of only Sept. '08. The only laggard could be JPM since it moved up too early. WFC will do well - as well as PNC and BAC.
Back to Citi, once consolidated and with improving economy, Citi can easily move to $40 in a couple of years. I wouldn't pay too much attention to bonuses and other internal issues.
