What Does Bullish Engulfing Pattern Mean?
A chart pattern that forms when a small black candlestick is followed by a large white candlestick that completely eclipses or "engulfs" the previous day's candlestick. The shadows or tails of the small candlestick are short, which enables the body of the large candlestick to cover the entire candlestick from the previous day.

Several times I have asked on this board whether "say for pay" in the Dodd-Frank legislation will apply to CVM... no one seems to know.

The 9 million is not in stock. It is in convertible securities.
CVM pays %8 on the 9 million until they pay in full.
If the pps goes higher, IMF can convert the 9 million into stock at .67
