Android apps don’t make nearly as much money as their iOS counterparts. Android users spend significantly less on average than iOS users.
Young people I talk to with Android phones have them because it was cheap, or free, and their goal is to buy an iPhone a year or two from now when they have the money. They settled with an Android phone and now they’re settling with clunky implementations of the apps their friends had before them on their iPhones. I’m building for iOS because I want to target users with taste and buying power.
It’s a simple fact that iOS users tend to make more money and developers tend to make more money from them on average than they do from Android users. This is a huge factor for smaller developers who are just looking to make ends meet [like in India]— if they need immediate return on their investment, iOS is the better bet.
In gun carry states, you carry a gun openly on the public streets, the cops have no right to question you, ask for ID, or any permits if no crime is being committed. Forth amendment requires probable cause to ask questions.

"The rule" is the problem #1. Police can not legally stop you if you are just walking down a public street and ask you anything. The rule would have to be a law that would be quickly held as unconstitutional. Which is why the courts stopped it, forth amendment violation. No different if they stopped a random car on public street and asked driver to open the trunk for a search.
Problem 2: $40Billion x 20 major metro areas = almost $1 trillion. What would be the benefit for such huge expense and what new taxes would need to be collected and from whom?
Problem 3: The Forth Amendment is the constitutional barrier to this plan. It would need to be abolished.
You hit on the problem, there is no such thing as an average black family. The average black structure is single parents that dropped out of high school and who have no capability to prepare for kindergarten, never mind SATs.
