    OBVIOUSLY YOU DON'T KNOW ANYTHING ABOUT CONSTRUCTION COMPANIES ON THE BRINK OF BELLY UP.

    Peter to pay Paul means that new contract revenues are critically needed to pay for losses on past contracts requiring ever bigger contract work volume . New contracts must be obtained irrespective of cost or profits concerns. Ever bigger work load is the text book example of desperate LOW bidding to obtain contracts in order to stave off cash flow shortage eventually culminating in BELLY UP.
