This is certainly not unusual. It's prevalent in all significant companies, especially in the US. It's called grifting (or looting if you choose to be polite) and is a major cause of stagnant worldwide economic growth.

The entire refining sector is under severe pressure. Will this take months or years to turn around? These downturns can last a long time even when the stocks seem overly cheap.
