"Is RXI in a black out or quiet period?"
You would think we would have heard something...anything by now. It's been how long since the last conference call or update? I'm not holding my breath for anything being said before Aug. 12th. Would like to, but highly doubt it.
At least we now have a date where we can expect some kind of communication from the company we are all invested in. Investor relations in this company is the worst I have ever seen. Sad.
NO! It doesn't. And, until the volume increases over 2 million, and does so for several days, any move up or down means nothing at all. Up on no news means nothing. Down on no news means nothing. No news is good news until there is good news. Why? Because the bad news has already played itself out.

My cost basis is.only .55497, so any good news and I'm making out like a bandit. I can be patient as I am still in the short-term area.
The federal securities laws do not define the term "quiet period," which is also referred to as the "waiting period." However, a quiet period extends from the time a company files a registration statement with the SEC until SEC staff declare the registration statement "effective." During that period, the federal securities laws limit what information a company and related parties can release to the public.
We also know that any movement, up or down, needs to be confirmed with volume over 2 million shares traded. The last time we saw that kind of volume was when the pps was rising. These days where we are lower by a penny are not founded since the volume has been low. Volume will be low until something gives, and in my opinion, the bad news is all behind us.
The longer it goes, the more I believe we are in a "quiet period". We know another deal of some sort is on the horizon. We know an IND is going to be filed. We know Geert talked about working on the pps and how it would be improving on the last conference call. We know Tang selling is done and that pressure has lifted. We know we have enough cash and access to more for nearly two years. We know a lot can happen in two years.

Market maker manipulation IS what is keeping pps down. How else could you justify the bid/ask price difference being constantly priced at 100th and often times 1000th of a cent, all day, day in and day out for weeks, and now months? Now hedge funds are taking positions equivalent to 7% of the company? Isn't that what Tang had? We all know what happened when he sold. Now we hold our fate and frequency day traders of these hedge funds? This bites!
Trading at the current levels would be a great change of pace. As of late, every day we close down. EVERY SINGLE DAY!!!!!! Some stability would be welcome at this point.
