Yes, it's capitalism. Econ 101, really.. when labor supply and demand changes so that labor becomes cheaper in a certain industry, everyone benefits as a whole. Government retraining programs for the losers -- labor in that industry in the expensive labor country.
No one asked what happens when every industry is that industry.
