You get to choose, but you have to be insured. Just like driving a car: have to be insured, and with a minimum standard. Can't go driving with a $1000 total payout car insurance, you need a 'floor'.
That's what the ACA does: it established a lower limit to how little is covered, how much is deductible.
What is great about the ACA? No lifetime or year caps, no pre-existing conditions, many plans to choose from, you get the policy you want.
