You know that HP does not buy health insurance for it's employees in US. No, they are self-insured. They have a big enough population of workers that they can manage the risk themselves.
You must think that the private carriers need millions and millions of participants. If you don't sign up, you pay into the program anyway, and, you take nothing out. That won't destroy it.
