Tim Cook argued that they have already paid tax (to Ireland) so they want to transfer money back to US free. If he had his way, all big US corporations would set up their operation offices in Ireland because the max corporation tax is 2% in Ireland, not 35% in USA. Then they transfer money back after paying Ireland tax. The US government will get 0% tax from these big corporations. Is this logical? And how dare these CEOs keep asking tax holdiay to patronize money back. It is amazing that rich people have no shame and think everybody else is an idiot.

Feds has decided that AAPL will unlikely rise again so it is time to kick the dog further.
They don't want to be the one responsible of stopping AAPL's rally. So they kept silent in the past 4 years. Now AAPL is significantly lower. It is time to solve AAPL's tax issue.
And investors are actually right all along on AAPL and AMZN. Even AMZN P/E is over 100 and AAPL is under 10. If AAPL has to pay additional $4B each quarter, their earnings will be almost wiped out like AMZN. People are smart. They look through things.

AAPL paid 30.5% taxes on all sales in North America and South America. AAPL paid 0% taxes to US government on all sales in Europe, Asia and other parts of the world because AAPL set up their international office in Ireland where there is almost zero corporation tax. AAPL argued that they already paid Ireland tax so they should pay no tax to US government when they transfer the money from Ireland to USA.
Why does Ireland only charge AAPL 1.5% tax? Because it is free money. They do nothing but collect the money while AAPL has most intelectual properties developed in US and Ireland office has only two employees. Closely examine the scheme, everyone could see Apple is worse than Enron.

AAPL earnings will be comparable to INTC and MSFT and should have the same P/E. AAPL share price would be around $180. Instead those taxes are masked as earnings. Tim Cook created a delution that AAPL is super profitable.
