Manney shot Hamilton 14 times during an incident that occurred after workers at a nearby Starbucks called police to complain about him sleeping in Milwaukee's Red Arrow Park.
"If Officer Christopher Manney did not violate the law, then is anyone legally responsible for Mr. Hamilton's death?" the civil liberties group said in a statement. "Does the criminal law protect individuals like Mr. Hamilton from deadly force exercised by police officers? Are police officers above the law?"
Manney showed up to Red Arrow Park after receiving a voice mail from his acting desk sergeant about "a homeless guy sleeping" in the park and asked him to respond, according to a report from Chisholm's office.
"Manney fired his weapon but it did not seem to have any effect on Hamilton, so he continued to fire while walking backwards from Hamilton," according to Manney's account to investigators. "Hamilton fell forward and Manney continued to fire because he perceived Hamilton still to be a threat. He stopped firing when Hamilton was completely on the ground."

The news kicked off a heated debate in the blogosphere over what Bush's run will mean for conservatives, who will have spent eight painful years waiting to unseat the black Satan and probably had not planned on settling for anything short of a violent repudiation of his administration. Unsurprisingly, the reaction from the base to Jeb's announcement ranged from mild nausea to outright hysteria.
Jeb Bush isn't just a Beltway insider. He's literally the biological spawn of the political establishment. He's not going to come to Washington and (as the base wants and demands) start hurling government bureaucracies out the window in an attempt to clean out the Augean stables of big-government corruption.
Yet we all know that someone like Bush or like Mitt Romney is eventually going to be forced down the throats of Republican voters by the big-money donors of the Beltway. Jeb may not be a hit with Rush or "the base," but he's a hit with the money folks, and everyone, Republican voters especially, , know it.
Voters, even crazy voters, make better choices for the country than behind-the-scenes oligarchs who scheme to keep the field narrowed to an endless parade of the The Same Old #$%$. It's hard to see, because the Schadenfreude factor is so high when the losers are voters who think Barack Obama is a Kenyan-born sleeper agent of Black September, but when the choices aren't real choices, everyone loses.

Conservative carping about the debt is 100 percent of the time a rhetorical cudgel deployed with utter cynicism against programs they dislike for other reasons. When the topic is food stamps or unemployment insurance, they demand offsets to pay for them. (Because "we're broke," as Speaker John Boehner (R-Ohio) put it in a similar context.) But when it comes to dropping planeloads of money on corporations and rich people, Republicans will casually blow a half-trillion hole in the 10-year budget without blinking.
Finally, we see that Republicans are still incapable of the basics of political governance. They can't maintain any sort of agenda outside of being against what Obama is for. Once the president drives them into a frenzy — which is to say, anytime he does anything at all — any negotiations on deck will be blown up as punishment.
this might be breaking news to you, but sometimes management of Corporations don't tell the truth, because they want to do something like say sell stock at a higher price, the ballace sheet they report might not be honest, they then sell, why other are buying, then whoops the company goes broke, and of course, they didn't see it comming, and know nothing about it, they just happen to make an extra $100 million, oh and really sorry for you........

There are inconsistencies in Wilson's story. He estimates that Brown ran 20-30 feet away from the car and then charged another 10 feet back towards Wilson. But we know Brown died 150 feet away from the car.
There are also consistencies. St Louis prosecutor Robert McCulloch said that Brown's DNA was found inside Wilson's car, suggesting there was a physical altercation inside the vehicle. We know shots were fired from inside the car. We know Brown's bullet wounds show he was only hit from the front, never from the back.
But the larger question is, in a sense, simpler: Why?
Why did Michael Brown, an 18-year-old kid headed to college, refuse to move from the middle of the street to the sidewalk? Why would he curse out a police officer? Why would he attack a police officer? Why would he dare a police officer to shoot him? Why would he charge a police officer holding a gun? Why would he put his hand in his waistband while charging, even though he was unarmed?
