Of course you are correct in regards to ETP creation/redemption and the APs, authorized participants. But in regards to our favorite proxies, with the exception of TVIX, they have done a great job in keeping prices aligned with intrinsic value.

Frank, again with all due respect, I must infer from your comment that you do not fully understand this instrument.
With the exception of TVIX, all of the popular VIX-proxies (VXX, SVXY, UVXY, and VXX) trade essentially at intrinsic value. These proxies are all mathematical derivatives.
After 1600 there is usually a gap between closing price and UVXY and iv because the VIX futures trade until 1615 followed by an after hours session. The posted closing intrinsic value is priced at 1615.
Any change in the VXX proxies is based purely on the percentage changes of the front two month futures. Monday was day 4 of this month’s cycle and at the time was comprised of 85% G4 and 15% H4.
The contango you describe between those two months is important in projecting where the price of the proxies might be in a month, but moot in regards to intraday pricing.
For manipulation to occur, either the calculated pricing of the VIX must be manipulated or the “conspiracy” must involve pricing of the futures.

Due to Reg T, brokerage houses require a margin account in order to short sell stocks. Short selling is not permitted in IRAs, which are cash accounts.

There are no fees to short sell most securities. However, brokerage houses must often borrow from other firms in order provide shares for their clients to borrow to sell short. When these securities are difficult to locate, they are tagged "hard to borrow" and these htb shares are loaned at a fee that the client must pay. The htb fee for UVXY at Fidelity has been 12 to 13% for many months, VXX 2.5%

When UVXY rose 12 dollars yesterday, the price was responding to a transient increase in the front two months ( mainly front ) VIX futures prices.
