Why do many people believe a decision will be made this week when the PDUFA date is not until September 7th? Is it common for the FDA to announce before the actual date?

Anything under .40 was a steal, in the long-term, IMHO.
It all depends on your investment time horizon.
There is not much difference between .41 and .38 when one takes a long view.

What bothers me today is that most of big pharma operates under the "maintenance mode" of illness management, in order to maximize and sustain their cash flow; they really don't cure many diseases. Small disruptive companies like INO and ONCS pose a very real "threat" to them, and I hope that the little guys aren't squashed by the big guys due to foul play with the FDA, Wall Street, or whatever. One can only hope that good will ultimately prevail...
I became interested in biotech after suffering a heart attack 2,000 feet from the summit of Mt. Kilimanjaro. At least I made the 5,000 meter club. About 4 years later I became partially bionic with a mechanically assisted heart (LVAD) and lived that way for 3 years before getting a heart transplant about 5 weeks ago. I'm a $3M man!
I was initially attracted to INO because I lost a brother and a father to cancer and saw the debilitating side effects of chemo and what it did to people at a very personal level. After finding INO I too found ONCS. Was immediately interested because I lost my father to Melanoma.
Alas, no strip club stories of note to share, but have always lived by the credo:

I actually took some money off the table in INO this week specifically to move over here. From their last CC the HPV P3 trial has now been delayed for about a year longer than people were expecting (at least me).

To put someone as objective as me in the same vein as pumpers and bashers is reprehensible. Look, I'm not a pumper. Does that by default make me a basher? By the calculus of some, yes. Too bad those kind of people are blinded by their own headlights, constantly deluding themselves and others into feelings of grandeur and omnipotence. You apparently now fall into that category as far as I'm concerned.
