Reuters says that a test cargo scheduled to ship on January 12th and that will be first shipment in a test phase of cargoes that could ship over 4-6 months, so, yes eventually that will help TGP if they onload cargoes there.
It seems like a good move into gas for Duke. Sure, renewables are growing it's not certain when electricity storage tech will catch up with demand and corporate planning can't turn on a dime. The gas infrastructure is a move away from coal and towards cleaner power. If renewables become a greater percentage of the power supply then the cost of natural gas will remain low and profitable. Of course the company should be encouraging rooftop solar but this is a step to the future since the vast majority of power still comes from large scale generation. I don't like fracking but it's better than coal and nuclear. JMO
