LAGUNA BEACH, Calif.—Not too many people would know or remember this, but Vint Cerf is one who does: May 2014 marks the 40th anniversary of the first publication of the description of what we know today as the Internet. In September 1973, Cerf and a colleague, Robert Kahn, wrote a paper, "A Protocol for Packet Network Intercommunication," for the May 1974 edition of IEEE Transactions on Communications. The dissertation described how packets of digital data would be able to move from one computer node to another, then to another, then to many others, using new protocols and standard phone networks. One of those protocols, designed and written that same year, was TCP/IP, short for Transmission Control Protocol/Internet Protocol. It remains the key data movement protocol of the Internet; in 1983, it became a standard. Another of those protocols, FTP, or File Transfer Protocol, enables users to log on to a remote computer, list the files on that computer and download files from that computer. Vinton Gray Cerf, 70, now serves as vice president and chief Internet evangelist for Google. He was there when the Internet was turned on using TCP/IP and FTP in 1983, and is one of the fathers of the network because he helped code it and was influential in many of the biggest milestones in its history.

    Regina Dugan, who spent the past two and a half years as the first female director of the Defense Advanced Research Project Agency (DARPA), has accepted a job as senior executive at Google, a spokeswoman for the agency confirmed.

    Dugan was the 19th director of the military agency, founded in 1958 after the Russians sent Sputnik into space. The agency's founding mission was "prevention and invention of strategic surprise."

    To that end, DARPA has funded the development of science-fiction-style technologies including a robotic cheetah and prosthetic limbs that can be controlled by your mind. Night vision and GPS also came out of projects backed by DARPA, and back in the late 1970s and '80s the agency was responsible for the development of the Internet.

    In an interview with Walt Mossberg at the D: All Things Digital conference in 2011, she wore a T-shirt with the logo I3 on the front and explained that it stood for "impossible, improbable, inevitable, which is a common progression of programs at DARPA."

    Regina E. Dugan (born March 19, 1963) is an American businesswoman, inventor, and technology developer. She served as the 19th Director of the Defense Advanced Research Projects Agency (DARPA). In March 2012, she left government to take an executive role at Google. Just prior to the acquisition, it was announced that she would create, and lead, the Advanced Technology and Projects (ATAP) group at Google-owned Motorola Mobility. In January 2014, Google announced the acquisition of Motorola Mobility by Lenovo but retained Dugan and her skunkworks team.

    Google senior executive Dr Regina Dugan violated ethics whilst head of the Defence Advanced Research Project Agency [DARPA] after a US Defence Department Inspector General [IG] probe indicated she did so.

    The Verge reports that a paper from the IG accuses her of having “conflicting financial interests” whilst in the role due to a relationship with RedXDefense, a firm she founded back in 2005 and headed up as CEO for a number of years.

    Dugan took up a position at DARPA back in 2009 and even though she retained a significant stake in RedXDefense, Dugan never tried to conceal or hide the ties to the company and excluded herself from all matters involving the firm.

    RedXDefense, however, was awarded $1.75 million [£1.05 million] worth of contracts under Dugan’s watch and a watchdog requested the probe back in 2011 to make sure “DARPA selects and awards grants and contracts with integrity”.

    The investigation began only a few months later with both Dugan and DARPA stressing all along that there was no favouritism due to the fact that RedXDefense lost out on a number of contracts in the same period. This didn’t wash with the IG.

    "We determined that Dr. Dugan violated the prohibition against using her government position for the stated or implied endorsement of a product, service, or enterprise,” said the IG report.

    The IG finished its investigation over a year ago with no action taken against Dugan and there was no recommendation that any action should be carried out for breaking the rules.

    "This matter was closed over a year ago. At no time did Dr. Dugan use her position as the Director of DARPA to make any endorsement – explicit or implied,” a spokesperson for Dugan told The Verge.

    Rumi has another poem that in it by telling different stories describe how consciousness is being developed and how a rabbit, that were supposedly to run into the mouth of the Lion, based on the beasts and Lion had made, like a cheetah, direct Lion to his death by telling him about what she had made up about another lion blocking the road, [from where beasts were sending an animal to his place to let those bease enjoy their feeding], and he should do something ablout. In this stories Rumi shows how a lion even can NOT stand another of its kind to take the animal beast are sending hime away from him.

    Snowden had worked as an NSA contractor for Dell since 2009, and in March 2012 he began working as a systems administrator for the NSA's information-sharing office at the Kunia Regional Security Operations Center (known as "the Tunnel") on the main island of Oahu. Over time, he became increasingly alarmed by what he viewed as serious U.S. governmental violations of Americans' constitutional liberties, as well as general disregard for privacy rights of foreign citizens.

    American officals told Reuters that Snowden began making illegal downloads about U.S. and U.K. eavesdropping programs in April 2012. (The NSA later told Vanity Fair that the downloading began in the summer of 2012.)

    How Google's $500 Million Fine For Selling Illegal Drugs Online Went Toward Rhode Island Police Retirement Benefits

    For the very first time, an internet search engine owned by giant Google was forced by the Justice Department to forfeit $500 million that was earned from the illegal distribution of counterfeit drugs. The settlement by Google, which was announced a year ago, has been used in part to relieve the underfunded pensions for retired policemen in two small Rhode Island cities, East Providence and North Providence.

    This unique deployment of $70 million (or 15% of the $500 million forfeiture) was made possible through the intervention of Rhode Island Senator Sheldon Whitehouse, who prevailed upon Attorney General Eric Holder to bypass restrictions on the rules for the use of such criminal proceeds. The reason given was that police from these two Rhode Island communities had helped the federal investigation into the search engine’s distribution of ads for illegal prescription drug sales.

    Vringo gains after USPTO confirms validity of '420 patent

    Vringo (VRN says it has been mailed a notice by the USPTO stating "it will issue a certificate confirming that all of the claims of U.S. Patent No. 6,314,420 remain valid and unchanged."

    The '420 patent is one of two being asserted by Vringo in its suit against Google. The USPTO affirmed the validity of the other one (Vringo's '664 patent) last fall.
    The notice follows a non-final rejection by the USPTO of certain claims within the '420 patent back in January.

    The U.S. supplies much of NATO and Middle Eastern allies like Turkey, Israel, and Saudi Arabia.

    Russia supplies other BRIC nations, as well as Iran, much of Southeast Asia, and North Africa.

    Overall, the U.S. sent more than $26.9 billion in weaponry to foreign nations, while Russia sent weaponry exceeding $29.7 billion in value around the globe.

    Snowden: NSA has secret ‘MonsterMind’ program that operates without human intervention

    It would appear that Edward Snowden is still far from finished with his National Security Agency revelations.

    In his latest revelation, Snowden tells WIRED magazine that the NSA has a secret, autonomous program called “Monstermind” that can respond to cyberattacks from other countries without human intervention.

    And beyond domestic privacy concerns, Snowden warns, the program could cause an international diplomacy nightmare for the U.S. as well, because the cyberattacks launched by MonsterMind are often routed through third-party computers housed in foreign countries.

    “These attacks can be spoofed,” Snowden said. “You could have someone sitting in China, for example, making it appear that one of these attacks is originating in Russia. And then we end up shooting back at a Russian hospital. What happens next?”
