I can confirm (because I am an AAII member, which I recommend to everyone) that ADUS was sold from their model portfolio, and some of the proceeds were used to purchase FVE. This portfolio change was announced over the weekend. I was expecting some selloff as people update their positions but this is bigger than I was expecting.
Once everyone gets out I would expect this to resume the upward trend ... most of the stocks in the AAII portfolio continue to do well even after the portfolio sells them.
The 60 votes was the "new" rule in 1975, down from 75%. The 75% was a rule introduced by Aaron Burr as Jefferson's VP … and it is only a Senate rule, not a Constitutional provision or anything else.
I think much to the detriment of the Senate, the 1975 rule change allowed for silent filibusters, where the prior rule required a senator to actually appear on the senate floor and speak. I think both parties would be much less prone to filibuster if they had to actually be there and speak round the clock to maintain their filibuster.
