Think of it like government numbers on inflation. If core inflation were ever higher than inflation with food and energy, we wouldn't need "core" inflation numbers that the Fed prefers to rely on.

The Buk missile system comes with a separate radar unit. These guys were watching the skies and probably mistook it for a Ukrainian transport plane. The transcripts of an intercepted phone conversation between a soldier and a rebel ground commander seems to point in this direction.
It's not likely that the Russians would shoot a passenger plane down unless it was in Russian air space like the hapless Korean airliner.

Why wouldn't they be? The Buk missile system is pretty old technology. Let's not forget the rebels are basically ethnic Russians who were ex-Soviet soldiers who later became Ukrainian soldiers.
