The OPEC countries are not affected at all by the oil slide. They get paid in dollars and strong dollar gets them cheap imports. They virtually import every thing except oil, water and women.
The one country getting screwed is Russia as it faces sanctions and it too imports much stuff from Europe.
It may be able to sell oil to India and China but their currencies have weakened due to strong dollar.
I think it is proxy war against Russia.
Latin America - It is boon for Brazil. Dilma can sweep all the corruption and scandals involving PBR under the carpet, by sighting low oil prices.
When dollar index turns south, oil will go up and Russia will still suffer as India and China will pay dearly for oil and there will not be any growth for the next two / three years.
