Cheaper energy encourages US growth, it gives us an advantage over our competitors, lifting the ban would surly bring WTI closer to BRENT (minus shipping costs, say 5$ a barrel), but will cost the North American consumer in cash and jobs.
Unfortunately this is the kind of thing that happens when foreign companies are not experienced in the laws and regs of the country they are attempting to do business in. I have seen many retractions such as this, because they haven't done all that is required. But that doesn't mean the offer isn't legit, it just means in order to comply they have more paper work to do.
