The real problem with the FED ACA site was the private company contractor who set it up. Kind of like the mess in the Iraq war, where private contractors like Halliburton and the Carlyle Group were used to do what the United States Army Corps of Engineers (USACE), use to do. Recession caused demand to fall, and oil prices followed. To make up for lost revenues OPEC nations began to cheat on agreed production quotas, which caused even more oil to hit the market at a time demand was falling off a cliff, this exacerbated OPEC's problems. Their actions almost destroyed OPEC and did contribute to the destruction of a great presidency. Oil travels 9X faster by rail, and oil sands crude is so thick it has to be cut before it can be shipped by pipeline, shipping it by RR eliminates the blending at the shipping end, and eliminates the separating at the receiving end, that in itself solves some logistic problems for companies that don't have easy access to liquids used for thinning sour, rails go everywhere and those things makes RR transportation more economical for SOME oil companies..
US refineries use different TYPES of oil. The can't shift from one type to another, that would to much time and costs to much. For an example Saudi Aramco imports 800,000 barrels of Saudi crude, they will continue to import their own oil because their refinery is optimized for it, and their oil will be cheaper than US or Cad sour. In the near future the US and Canada will be adding more oil to the world mix, I have posted all of this before and I'm not going to go over it and over it again and again. If you understand SU oil sands operation you would understand that the XL would benefit them.
There is so much oil in the mid northern US and Canada that any pipeline that helps get it to market is a plus to all producers in that area.
Fifty percent of US coastal refineries are set up for heavy crude, in the future there will be to much sour crude from Canada for those refineries to process, overall there is plenty of US refineries capacity to satisfy US fuel needs, indeed there is a surplus that is being exported, that in itself should be enough for you to understand Canada's need to access deep water exporting ports...
