Ebola didn't offer pharmaceuticals a profit because it was killing third world people, you know people who don't have money, and in the recent past there was relatively few cases. Now that it is spreading and scaring the heck out of everyone, the pharmaceuticals know money will flow like honey from every country, even the poorest ones. Now the pharmaceuticals have their incentive to spend millions on a cure that will make them billions, it's called Capitalism.
The genius of FDR was he knew government should provide public services that we all need, where the private sector wouldn't act without profit, in the past the US government would have given grants to develop a cure for a disease like Ebola, one that has the potential to cause mayhem health wise and world market wise. That was of course before reaganomicisms, greed is good..
In other words if the pharmaceuticals would have found a cure for Ebola, before it became such a concern, they would have destroyed their massive money making opportunity before it blossomed. When everything is about money these are the situations we find ourselves in, it appears we will have to learn the lessons of the past again, providing we are given another opportunity to do so.
