The implementation is what the problem is. Take for example the healthcare website. That implementation was so awful, that the results disrupts the purpose so badly, you could use the manual system to create jobs and do the implementation quicker.
The execution is the most important part of an implementation of the application. Otherwise, it will implode on the system. Accenture won't even be able to fix the problems.
another good example of an imploding system is Yahoo. they are overlooking the end user. Oh, here comes another change. And, anther. They keep changing their system, so that the end user will go after another browser and that is why GOOGLE made it.

The guy from apple annihilated this company. The real estate is encumbered by the bonds, the value is lost in the common. I think this will drop to $3 soon. If it does, there may be a bounce from there. At this point, the only option is a reverse split. What creditor would even give this company credit would be destroying themselves. This one (IMHO) is not coming back.
