Michigan must meet 30-40% of its energy needs by 2025 with renewables and energy efficiency, with natural gas also playing a key role in replacing the state's reliance on coal-fired generation, Governor Rick Snyder said Friday.
During a long-awaited speech by the two-term Republican governor, Snyder also offered tacit support for retaining Michigan's 2008 electric choice law, which caps competition at 10%. But he did not call for raising the cap or eliminating choice altogether, as rival groups conversely advocate.
In Michigan's current energy arena, "there is a big problem, and to be blunt, it's coal," he said. "We're one of the top coal users in the country and coal has a lot of challenges. The long-term future will be moving away from coal."
But such a separation is not likely to come easily or overnight in a state that still relies on coal for 54% of its power. Coal's share of the Michigan market dwarfs the runner-up -- nuclear power, with 17%, followed by natural gas on 13%, and renewables with about 10%.
By 2025, coal is forecasted to decrease to 34% of Michigan's energy mix, Snyder said, and nuclear will stay about the same.
"The real question," he added, "is what happens to the other pieces."
The state's existing 10% by 2015 renewable portfolio standard is scheduled to expire at the end of this year. Newly filed bills in the Republican-controlled Legislature would freeze the RPS at that level and repeal a requirement that utilities use energy efficiency to reduce energy use by 1% annually. Snyder has a different approach.
His goal -- Snyder did not formally propose a new RPS requirement -- is based largely on his strong support for energy efficiency, which he referred to as "energy waste reduction."

The chief of China's top oil refining company says low-quality coal, rather than oil, is to blame for the country's air pollution woes, mainland media reported on Thursday.
Sinopec Group chairman #$%$ Chengyu told Beijing Times on the sidelines of the annual parliamentary meetings in Beijing that coal accounted for about 66 per cent of the mainland's energy consumption. By contrast, oil was up to 18 per cent, he said.
"Coal is not good, but can we live without [coal]?" the newspaper quoted #$%$ as saying.
"I hope that one day everyone can use clean coal, but we can hardly do it now."
#$%$ also blamed local governments for the pollution problem. They were the authorities that decided which kind of oil was used and sold in the region, he said.

#$%$'s comments came after former CCTV presenter Chai Jing released an online documentary, Under the Dome, about smog and other air pollution issues.
In her 103-minute video, which claimed that half a million people die prematurely each year because of air pollution, Chai accused Sinopec and China National Petroleum Corporation of failing to produce cleaner fuel because of the higher costs and the lack of national standards.
Her film quickly went viral online across the mainland before being blocked.
Chai, a 39-year-old mother, took up the smog issue after her baby girl was diagnosed with a tumour before birth, according to an interview published on the People's Daily website.
#$%$ told Beijing Times that Sinopec could produce cleaner oil and that there was a national standard for oil quality.
But he pointed the finger at the provincial governments, saying they decided which oil they wanted to use, resulting in several different standards for oil quality across the country.
"Some people want cheaper oil, so [they] choose to use low-quality oils," #$%$ said.
"It's not my call to decide where to sell [oil], it's the government that decides where I can sell it.

Ben - You should have known this is coming. ACI reverse split NEWS was a precursor for ANR to follow. Someone was warning all of you that ANR would do the same RS as ACI and yet you all refuse to see it. Now, you have only yourself to blame for your losses.
