I second the motion. Tote, the discredited one of the board can't stand being like the tree that falls in the forest with no one around. With the yahoo board allowing deletion of posts, it is easy for any poster to post a buy or sell on a stock and then delete the money losing choice. So sad for someone to have so weak an ego.
The poser in question has had many 'this topic deleted" on wrong calls in the past, I'm sure since becoming a greytint he has continued to hide behind the delete message, LOL.

Example. Country X withholds $25 of tax from a payment made to you. Under the income tax treaty between the United States and Country X, you owe only $15 and can claim a refund from Country X for the other $10. Only $15 is eligible for the foreign tax credit (whether or not you apply for a refund).
True. He can get a credit of 15% of the divi toward what he owes the irs for the divi. For most, the credit fully covers the irs tax
the paperwork with CITI is for a refund of amount withheld above the 15% treaty rate. The irs gives a credit for the rest if US taxable only. So if in an IRA you are stuck with 15% owed.
