It's been reported that it could hurt foreign investment. Does that jeopardize getting the permit, or does it, in some perverse way, increase their odds, as it becomes necessary for the gov't to demonstrate Mexico is a safe place to do business? or do they grant it to get a new stream of royalty income to compensate for the decline in oil business? not sure myself.

Why is this ship accompanying the OE? Primarily a vehicle carrier, it's also available for heavy cargo transport.
If it is accompanying the OE, it could allow OE to remain at the work site, leaving the trips back into Charleston to the Pomeroy. Now, what might that heavy cargo be? Hmmm...
