that certainly makes sense. OMEX's official statement was vague, and I suspect that may have been intentional. I've written to IR twice, without a reply, for a more detailed explanation. I would have guessed that appealing to the executive branch (1 of the 3 options) would have been the best way to go, due to Nieto's expressed policy of wanting to boost food production.
