Evercore is giving them phoney things to do, since their signed deals are few and far in between. Sadly, deals like this cost IDCC payments to a lot of people, but shareholders won't ever see any benefit, other than an even higher cash pile, a lot of which is already debt.
But, to me, the main reason IDCC is issuing this debt, is because any deals this year are unlikely, and they want to have an increase in cash flow.
If you remember, several years ago they had negative cash flow, but they added the cash flow from that first bond sale (which is not a routine business transaction-routine is not every 3 years), and counted that as cash flow, and opened the bonus gates.
Now maybe they are going to buy someone, or something.
Otherwise, what a waste of cash.
Maybe IDCC will buy BIO-key, or one of the other 10 lose companies they are in research with.
and maybe, companies will begin using our technology, and maybe, in 8 years, we'll be before the ITC still trying to get money out of it.

As older wells dry up, as fracked wells deplete significantly each year, and with fewer and fewer rigs being active and replacing existing wells, we will see a decline in US production.
I also see many of the pipelines in Penna, Texas, N Dakota and the mid west start to see reduced volumes later this year.
I also see another opportunity in Oil rig companies. Right now they are in a serious hurt. Hercules may go belly up, SDLR and ATW are hurting, and one of them suspended their dividends. But one day, the number of rigs being idled will become zero, and after that, they will be in demand again. Rig companies have already been hurt, since even before the crash, many companies were balking at the expensive price of using deep water rigs.
And now, many older rigs will be scuttled, and there is a backlog of new rigs still being made (and some orders cancelled).

I'm focused on 6, 9 12 months down the road, and even further.
We've seen even Norway, the prudent one, cut back oil exploration, and we've seen drill rig companies drop even more than we have. Many olders rigs are being sold.
Personally, I'd like to see oil stay low till the end of the year, that way, we get another full year (2016) of reduced CAPEX spending, and drilling. The longer it stays low, the more we draw storage and the longer it will be till they start drilling and reach equilibrium.
And when prices do rebound, we will be closer to phase III and we will have a significant reduction of debt, which may set up some interesting choices with what to do with improved cash flows when higher oil prices return.
