Allstate ranks worst, but there are plenty who, by policy simply, deny any expensive claim. If you work there, you are trained to outright lie & deny, or get fired. So such a "cheap" policy is actually worth about zero. The advantage of denying claims and delaying for years, is that the problem resolves itself. The injured party will not be long for this world.
Even the lowest minimum standard plans are worth infinitely more than plans that pay nothing, in every circumstance they can. So those companies are angry they no longer have a license for blatant lying and stealing.
These same companies have dreamed for years of overriding state law, by selling junk plans that are allowed by some junk state, into other states. Thereby undercutting all plans in another state and leaving it with Somalia-grade insurance systems, and milking it dry. That is the moronic "allow interstate competition!" scam.
