I hate to say it but I doubt they are expanding based on future orders from ATTD, in the financial situation that ATTD is in and it`s future very much in doubt.
Companies expand based on consistant demand and cash flow from well established solid customers.

(The place in New York that manufactures Phase III is expanding and I mean it is big)

Could you give us some sources on that?

Actually if a Corporation does not file, they lose the corporate protection and can not defend themselves in court.
In Florida if you let the filing lapse you can pay it and it re-instates retroactive just like it never lapsed.
The language from the state sounds like they may have let it lapse and it is now back in force.
