All Fermi, Maxwell and Kepler based GPUs support DX12. I do not think that all AMD cards support DX12. Microsoft is more likely developing and testing DX12 with a greater number of Nvidia cards than AMD because they are out there.

AMD does not have a core advantage over Intel, in terms of numbers and IPC efficiency so you really need to stop hurting yourself. :)
Intel processors don't have a problem being fully utilized with DX11. So any additional advantage would also accrue to Intel in terms of additional efficiencies.

This is a new set of cuts. When AMD reported Q3 earnings last year it announced a 7% headcount reduction to be completed by end of Q4 last year. They've said nothing about further cuts.
