Not exactly true. Their agreement does not involve a "loan guarantee". Look at the USEC webpage for the details of the MOUs history etc. The milestone completion allows the remaining DOE money to be transferred for DOE's cost share amount. There is no "loan guarantee" like the Solindra and other DOE loan guarantees!!
What are you talking about---SILEX solar????? Do you mean the Australian company that has the patent on SILEX technology, or some mistaken new company? The Austrialian "silex" folks have a patent on solar technology that they want to sell---no buyers, no market, no future revenue.
USU was NEVER private!!!!! It was spun off from US Government ownership to a public company. Look at the USU website to see all the documents, history, etc. It goes to show that the Gov't spin-off strategy was flawed from the beginning.

By the way, the 6 month agreement will allowed daily monitoring of all their facilities, and once put under the International Atomic Energy Agency surveillance materials safeguards system, any tampering, diversions, etc. will be easily detected---thanks to the devices developed by the Los Alamos and Laurence Livermore Lab scientists. When the Iranians get the RED BOX safeguard devices, they will be able to monitor things even if the Iranians don't let any IAEA inspectors enter the facilities.
I agree that Iran and Mullas are crazy lunatics and would do anything to get a bomb and missile system--but the IAEA safeguards are very tamper proof.
By the way I had the head of the Iranian enrichment projects at an IAEA meeting in Beijing in 2005, and had the Syrian representative (who studied nuclear engineering at U Mich) as a translator during our heated argument about Iran's right to enrich. Clearly they get their nuclear power plant fuel, 5% enriched from Russia and have no need for any enrichment facilities EXCEPT if they are trying to make weapons grade enriched Uranium! The heated debate centered on their right vs. the IAEA and NPT countries having the obligation to STOP their program.
If IRAN can get guarantees of nuclear fuel from Russia for the power plants, based on sending all of their 20% and above material, and dismantling their enrichment equipment, and having it removed, then maybe the mullas will be stopped.
But the iranian uranium will not impact the USU uranium market.

First, Iran is getting its fuel from the Russians for the Beushers plant, where Russia enriches the fuel first and ships the fuel elements to Iran. Secondly, the Iranians said they would keep the 20% enriched fuel for their "research reactor" which is fueled with LEU (slightly less than 20%). The research reactor is used for materials testing and could be used for medical isotope production. Any excess LEU at 20%, which they claim is their highest enrichment (yeah, sure!!!) could be down-blended to 5% power plant fuel grade with their natural or depleted uranium tails. They would not sell it to anyone. At the least, they would either send the down blended material to Russia in exchange for fabricated fuel assemblies, or they would keep the 5% enriched material to try to make their own power plant fuel. The amount of energy used to enrich the uranium up to 20% and then to down-blend it, and the cost to dismantle the enrichment equipment makes their uranium too expensive to sell to any country.....they would be loosing $$$$$$.
Since Iran is still on the 810 Sensitive Countries "$#!t list " here in the U.S., they could not and really would not ship it to the US or Europe to sell it. Their product would also have questionable quality assurance characterization so it couldn't be used as source fuel in any Western nuclear power plant. And the Russians have more than enough uranium, so why would the Russians buy it?
Maybe China might take it since they are building new plants like crazy! But even then, the plants that are based or built in conjunction with the Westinghouse AP1000 units (CPR 1000) and the bigger CPR units cannot take un-QAed source materials.
My bet is that they will just keep the 20% as it is, and claim that they will use it only in their research reactor. Down-blending it or trading it as SWU-valuable material means they are wasting capital....
I would just be very careful, since the "masses" are traders/pump and dump folks who like to squeeze and hurt holders. See the tweets they post on USU yahoo site market pulse. They are just using the small float number of shares to create gyrations.

Ok, you are correct. Then why would DOE put in another $15 M for the centrifuge project as per the company news 11/21?? If they intend to take it over anyway, why put in more money??? DOE is not that stupid. When the demonstration project is completed, then there might be a transfer to GE Global or B&W etc., and USU gets to keep the TENEX agreement with Russia.....
According to the filing note today on Edgar's they only have 3 left to meet. USU has met 4 out of the 7. $15 M will be transferred to USU as per the new ACP agreement. See company news.
All DOE has to do is say that one small deliverable is not done by Dec. 31, and ALL the equipment at ACP reverts to DOE ownership. DOE can lease it to Global Nuclear or another contractor to run the centrifuge operations. Now the USEC lawyers would raise hell over it, certainly, but if USEC is caught in any bankruptcy proceedings, DOE gets the equipment scott-free, according to the ACP agreements posted on the USEC web pages..... the clauses are not hidden by any means....
Global Nuclear (GE and Hitachi) have already been up to Paducah talking with the locals, scouting out the location of where they want the SILEX plant to be, and taking over enrichment services...why would Global Nuclear PAY USEC any money for shares, if they could get a lease from DOE for the ACP rights???? They don't have to take on the 50 year old diffusion plant and its #$%$. DOE has already committed to cleaning that diffusion plant stuff up recently because the locals are furious.......
If USEC sells the ACP rights, demonstration units at Piketon Ohio, etc, it would be a smart move rather than letting DOE confiscate it! OBAMA at work--socialism at its best. Government takes over the means of production.......
Yes there is. The paper transfer from USEC to DOE ownership was a means earlier this year to get DOE cash to USEC. The depleted and natural uranium hexaflouride still sits at Paducah waiting to be shipped theoretically to Y-12 at Oak Ridge. I think it may be sent to Russia for the TENEX agreement by USEC and USEC would get PAID for taking "DOE's" uranium tails and natural uranium and using it for the TENEX blendown. It's like a money laundering factory, IMHO.
I think you have this correct. I am a small investor so I can't buy it (and as a DOE fed, I am not allowed to!!!! No I do not have any inside info!!!) but my stock broker also has a client that is buying thousands of shares weekly on this, and there is a big chunk going to a small group in NYC and Hong Kong as LLP. Bet' ya they are going to look to get either Global Nuclear (GE+Hitachi) or the Westinghouse-left overs to take it on. B&W Fuels and AREVA NP (the old B&W folks, not French AREVA) are also hot-to-trot on this. A manager at B&W told me on Tuesday that B&W Fuels (Mt. Athos gov't fuel works with the NAVY, DOE reactor fuels etc.) had been courting USEC. You watch---USEC will "spin off" the enrichment, centrifuge part to these big guys, and just handle the TENEX/Russian agreement and the environmental cleanup fun . IMHO
I think you have got this correctly on target. Even if things fall apart while the DOE has to sit and wait for Congress to get out of the CR and pass a budget (hah hah....as if they would for the first time in 6 years!) so that the ACP funds can be paid to USEC, the cash on hand justifies more than $5 per share.... so it is pennies for dollars of worth. Yes I am long on the stock, and at this price, I may just get some more too! Tic TOC
