Yes, that's apparently what the national Reps are up to. They are completely aligned with their funders. But it's fascism in Mussolini's usage - he also called it corporatism. The problem is that the word has been hijacked by it's use for the system in Germany in the '30's and '40's. The Republicans seem more inclined to an updated Confederate States of America. That is, the crony capitalism and the plutocracy but less the slavery. Some percent of their core Southern base retains the racism also.
The Tea Party factions may be gone or have no influence by 2016. Since the Reps ran Lois Lerner out of town the laws she enforced are more or less moot - which was the point. Now they are free to buy the Tea Parties too.
Southeastern politics is still race-based. The idea, honed over hundreds of years is to raise adversarial, distracted mobs while the real players clean the table. The point to a high end electric car is to build a better car than the IC cars around the same price point. Again the idea is to raise the bar, especially on the civility / performance tradeoff. Tesla seems to have done that but could use better batteries.
As far as EV's in general, why is it necessary to serialize changing cars and changing the grid? Sounds like the way government works.................
Well, Apple commands a premium for their products, though all of them are made in China apparently. If anyone could instantly sell a car made in China in the US it would be Apple. IMO, it would be a hard slog for any other company. I don't know where the Tesla Model 3 is intended to be made, but if it's offshore Korea would be a better bet for consumer acceptance in the US.
On the other hand, the car business is hard, capital intensive, and a complete departure for Apple. A monumental distraction and investment to cover all the disciplines needed. Does Apple itself manufacture much these days? Of course they used to and put money into automation and so on to no avail. I just don't see Apple building and operating a foundry or even an assembly plant. They could do very impressively in the electronics, self-driving, etc, of course. They are used to written and design languages from all over the world for screens and controls. They get awards for industrial design and human factors.
Again, IMO, I think Apple and Tesla could partner in a JV for a mid range car - their skills are complementary and with Tesla they could turn out a vehicle in a reasonable time. That would presumably include Apple in the battery factory if we are really talking a better battery technically.
There is the difficulty that Silicon Valley is just exploding in the expense of everything including what you have to pay people to enable them to live here.

But the Model S idea is to build a better car by being electric. Which they have, but they need more range, clearly enough.

Well, so far the only thing that has made sense to me about the G factory is that Tesla is to segue into a better battery tech. We know that the additive chemistry in their cells is not the same as the ones we buy in Walgreen's so that Tesla batteries have a longer life. Battery tech is really basic to the performance of Tesla cars, enabling them in the first place. It is plausible that Tesla regards batteries as a core technology and business. They don't do semiconductors or packaging them R&D as Toyota does for hybrids.
