Ten cents sounds generous to me, based on current market price and history, I think the price would be closer to .05-.06. Regardless, this stock was about .40-.50 a year ago or even higher previous to that, so the pipe shares that are now eligible to trade are probably already under water. With this volume their options are limited.
I'm fairly confident that most medical uses would only buy products manufactured in facility that is regularly inspected by FDA (or other). Some procedures, insurance companies and common sense may even require that?
If I’m correct about the above thoughts would e-beam satisfy that requirement?

Enough time has gone by that only one thing will get them back. Real clear news, things like sales revenue, contracts w/ names and sales numbers. profit margins, who is “buying” which products for what purpose, something concrete that shows this idea and management can work. The time limit is up on the speculation premium, without that real clear news (today’s rehash of hope won’t do it any longer) the PPS will continue to seek value.
