The CEO (read top 5 paid), and board members typically buy stock more as symbolic gestures of confidence in their ability to perform.
I am FAR MORE concerned when all shareholders are expected to tolerate rewarding (?!?!) mediocre (and yes, I am being VERY KIND) performance, in the name of a share repurchase program, hailed as being as some great act, in the name of returning cash flow. It is slimy, deceptive, and certainly not warranted. If they are not satisfied with their base salary, they should perform above and beyond the call of duty OR LEAVE.
NOTE, BOTH recent sales are ABOVE the current share price. I wonder how much of the company's share repurchase program was used to make sure THAT happened??

How is THIS Board, in alliance with the shareholder's best interest, i.e., those who actually used their OWN MONEY to vote their confidence?? I really need to understand. 2013 ended in flames... 46K volume SHOULD be depressing to the most diehard long.... Anybody who can rationalize low volume as a positive, is either a charlatan, or an idiot. Liquidity is an asset, not a detriment....
